Agreement countries and the expat route
The RDW lists Andorra, Gibraltar, Japan, Monaco, Singapore, Taiwan, South Korea, the UK, Northern Ireland, Jersey, Guernsey, the Isle of Man, Israel, Alberta, Québec, the former Dutch Antilles and Aruba.
Anyone covered by the 30% ruling can exchange a licence from any country if they hold the Belastingdienst decision (Beschikking expatregeling).
Documents
Form 3E0397, a colour photo, your foreign licence (with a sworn translation if it is not in Latin script) and any old Dutch licence.
For agreement or expat cases you need proof you spent 185 days in the issuing country, and a medical declaration (VvG) from the CBR. EU applicants need the declaration only if required.
If you cannot exchange
Otherwise you must pass the theory and practical exams at the CBR.
A lost or stolen licence can be exchanged only if it comes from the EU/EEA, the former Antilles or Aruba.
Common questions
How long can I drive in the Netherlands on a non-EU licence?
Until 185 days after you start living in the Netherlands. After that only a Dutch licence is valid.
Can I keep driving while the exchange is pending?
Not after the 185-day period. The RDW says you may not drive even if the exchange is still being processed.
Can I exchange any country’s licence?
Only if it is from the EU/EEA or an agreement country, or you are covered by the 30% ruling or expat regime.
How long does the exchange take?
The RDW needs at least 15 working days.
Where do I apply?
Through your municipality (gemeente).
