This route is for EU, EEA and Swiss citizens. A Spanish permit is not an Italian one. Non-EU nationals and family members must check Italian entry and residence rules first.

Before leaving Spain
There is no single checklist that closes every Spanish record. Download the certificates you may need later, and tell your employer, Spanish social-security institution, insurer, tax authority, bank and benefits agency where relevant.
What the national padrón rules say
The national padrón resolution, published in the BOE in 2015, says baja requests from interested parties are generally not processed, with an exception for foreigners who leave Spain and their minor children. If a foreigner declares that they habitually live in another country, the municipality cancels the registration without further procedure. A Spaniard moving abroad registers with the Registro de Matrícula of the destination consulate, and the baja date is the date of that new registration. The sources we reviewed state no deadline.
After arrival: residenza at the Comune
The Comune of your home handles residence registration, usually through the Anagrafe. The sources we reviewed state no national deadline: Arezzo asks for a declaration within 20 days, but that is a local rule, so ask your Comune.
Some Comuni ask every adult in the household to sign or validate the declaration. Keep the receipt or protocol number. Residence registration is not an immigration permit.
Common questions
Do I have to cancel my Spanish padrón when I move to Italy?
A foreigner leaving Spain can request the baja, and the municipality cancels without further procedure if the person declares they live habitually in another country. A Spanish national registers at the consulate at the destination, which leads to the baja. Ask your Ayuntamiento how it works in practice.
Is the process different if I am a Spanish national?
Yes. Baja requests from interested parties are generally not processed, with an exception for foreigners who leave Spain and their minor children. A Spanish national registers with the Registro de Matrícula of the destination consulate, and the baja date is the date of that registration. The sources we reviewed state no deadline.
Do I need to register in Italy as an EU citizen?
For a stay longer than three months, the guidance we reviewed points EU citizens to registering their residence with the Comune responsible for their home. Check the conditions for your situation: work, study, retirement, or sufficient resources with health cover.
