The FNMT steps are national. We found no accreditation office listed on the Valencia city hall’s signature page, so use the FNMT office locator and check each office for an appointment. You need an NIE first.

What the certificate is for
The FNMT personal certificate lets you identify and sign online with many Spanish public bodies. The Ayuntamiento de València’s signature page says it accepts FNMT certificates, ACCV certificates and other recognised certificates on the Spanish trusted list.
The same page describes Cl@ve Firma as available only to people who already have Cl@ve Permanente, so it is not a first step for a new arrival.
Why the same computer matters
The key is generated on the computer used for the request. The Ministry of Justice says to download on the same computer and user account as the identity step and to avoid reformatting or making major browser changes in between.
Without a backup, a lost certificate can only be replaced by requesting a new one, so accept the backup offer or export it from your browser’s certificate store.
Valencia-specific limits
The Valencia signature page lists accepted systems but mentions no certificate accreditation or registration office, and gives no appointment information for that. For the accreditation visit use the FNMT locator rather than assuming a city hall counter will do it.
The fee and validity period were not stated on the pages we checked, so see FNMT’s own price list before you go.
Common questions
Can I get the FNMT certificate without an NIE?
No. The request asks for a DNI or NIE, and the in-person check needs NIE documents. See the NIE guide first.
Can I do the identity check online?
FNMT lists no remote option for this procedure. You must attend in person.
Do I need an appointment?
At AEAT, Social Security and some other offices, yes. Check with the specific office.
Can I use a post office?
No. FNMT says post offices (Correos) are not accepted.
Why did my download fail?
Make sure you use the same computer and user account as the request and that you have not reformatted or made major browser changes since.
