Medical certificate and tests
The medical certificate must be no older than three months if issued by an authorised doctor, or six months if issued by the local medical commission (CML).
A standard conversion involves no driving tests. The foreign licence is surrendered when the Italian one is issued.
After six years of residence
The page says that after six years of residence the office may require a revision of your ability to drive, with theory and practical tests.
For some countries conversion is no longer possible after a set time: Israel, Serbia and Turkey after six years, Albania, Argentina, Switzerland and Ukraine after four.
What this guide does not cover
EU licence holders may keep their licence until it expires if it complies with the EU directive, but we did not read the rules for renewing or replacing it.
The payment amount is not stated on the page we read. For your codice fiscale and residence steps, see the Italy guides.
Fee and regional confirmation
The Friuli Venezia Giulia motor-vehicle office page, last updated on 30 July 2025, confirms the one-year rule and says conversion is possible only if the issuing country has a reciprocity agreement with Italy and the licence is valid and was obtained before you became resident. It also asks for the psychophysical and moral requirements of the Highway Code.
That page gives the payment as tariff F003 through PagoPA on the Portale dell’Automobilista: €10.20 in rights plus €32.00 in stamp duty, with the receipt presented at the counter. The national annex cites code N003 instead, so use the code the portal shows you and confirm the current amount.
Common questions
How long can I drive in Italy with a non-EU licence?
Up to one year from when you acquire residence in Italy.
Can I convert any foreign licence?
No. Only a valid licence from a country with a reciprocity agreement, obtained before you became resident.
Do I have to take a driving test?
Not for a standard conversion. After six years of residence the office may require tests.

Online through the Portale dell’Automobilista, which the page says is the only way to apply.
How old can the medical certificate be?
Three months if from an authorised doctor, six months if from the CML.
How much does conversion cost?
The Friuli Venezia Giulia page lists €10.20 in rights plus €32.00 in stamp duty, paid through PagoPA. The national annex cites a different code (N003), so confirm the code and amount on the portal.
