How to register in the Padrón of Seville: the appointment route, which identity and housing documents the city lists and how the authorisation section works.

Appointment route

The Servicio de Estadística page lists altas for people coming from another municipality or country, and changes of address within Seville, as procedures handled by appointment. Certificates for provisional cases and some corrections are listed as handled without an appointment.

The page does not describe the sede electrónica, the documents for each procedure or processing deadlines. Use the hoja padronal instructions for documents and call 010 for the rest.

Why the NIE comes first for foreigners

The document list asks EU citizens for a registration certificate showing the NIE, and other foreigners for a TIE showing the NIE. That is why the NIE guide and the NIE-before-apartment guide matter before the Padrón.

A foreign ID without a signature must be signed in front of the civil servant, who records this.

Who signs the authorisation section

If other people are already registered at the address, an adult registered there who holds proof of occupancy signs. If no registered person has proof, the homeowner signs a consent form. If the owner wants to register with others already there, an adult registered there must authorise it.

Minors are registered with their parents; if only one parent registers a minor, the other parent’s written authorisation is needed, or a sworn statement on the council’s model.

Rules for the documents

Bring originals or certified copies, all current. Documents with crossings-out, smudges or correction fluid are not accepted. The council can ask for extra evidence that the home is your residence.

Common questions

Do I need an appointment in Seville?

For altas from another municipality or country, the city lists an appointment. Ask by phone on 010 or at sevilla.org.

Do I need an NIE to register?

The city’s list asks EU citizens for a certificate showing the NIE and other foreigners for a TIE showing the NIE.

Is a rental contract enough as proof of address?

The city lists a current lease together with the latest rent receipt.

What if I live with other people?

If others are registered at the address, complete the authorisation section signed by an adult registered there with proof of occupancy, or by the homeowner.

Where do I get the certificate afterwards?

The pages we checked do not describe it. See the Padrón certificate vs volante guide for the difference, and ask Seville which one to request.
