On this page
This is the general national procedure that applies to a Milan address. We could not verify a Milan-specific official page, so the appointment letter you receive is the authority on place and date. EU citizens do not need a permesso di soggiorno.

First steps
Your checklist stays on this device.
Two different steps, easy to confuse
The first application is the post-office kit. The later Questura appointment is a separate step that the post office sets up for you: it is where fingerprints are taken and the permit is processed. It does not replace the kit and you do not book it separately when the letter already contains a date.
Because the address on the form is where the Questura may write to you, use an address where you will really receive post.
Who does and does not use this route
EU citizens do not need a permesso di soggiorno; they register their residence with the Comune instead. Non-EU family members of Italian or EU citizens can choose the post office or the Questura. Lawyers, guardians and administrators cannot file at the post office and must go to the Questura.
Whether you are in Milan or elsewhere, the kit steps are the same. The Questura that handles your file is the one stated in your appointment letter.
Tax code and residence afterwards
For non-EU citizens, the Ministry of Foreign Affairs says the codice fiscale is assigned by the Sportello Unico per l’Immigrazione for work or family-reunification visas, or by the Questura for other permit types. A student staying over 90 days must first apply for the permit at the Questura, which assigns the code.
Registering your residence with the Comune di Milano is its own step. Use the Milan residence guide and the codice fiscale guide on this site for the municipal part.
Common questions

What do I receive when I file?
An application receipt with tracking codes and a Questura appointment letter with date, time and place for the next step.

Do EU citizens need a permesso di soggiorno?
No. EU citizens do not need this permit.
