Your checklist
First steps
Your checklist stays on this device.
What is the same
In both cities the Comune records your residence, and the registration is separate from an immigration permit, tax residence and healthcare enrolment. Both ask you to keep your receipt or protocol number.
There is no single national checklist. The Comune of your address publishes the current document list for your citizenship and situation.
Milan: one online service for arrivals from abroad
Milan publishes a specific residence-registration service for foreign nationals coming from abroad. The form lets the applicant declare for themselves and the household members who are moving with them, and Milan says all adult household members must sign.
You scan the signed declaration and the required attachments and upload them through the form’s own controls. Milan says attachments sent by email are not considered. The online system does not allow a second residence declaration while the earlier one is still open.
Rome: several channels and two document branches
Roma Capitale publishes residence-change and registration routes through its portal, ANPR, PEC, post and in-person offices. The best channel depends on the type of declaration and your authentication and document situation, and ANPR eligibility depends on the case.
The service page includes routes for EU and non-EU citizens, and the identity, housing and status documents can differ. If several people move to the address, check whether the city wants a single declaration or linked ones.
Neither one is a permit
A confirmed residence record does not create a right to enter, work or remain in Italy. If you are a non-EU citizen, complete any required visa or permit process separately.
Common questions
Which city is easier for an online-only filing?
Milan’s service for arrivals from abroad is an online form with uploaded scans. Rome offers its portal and ANPR among several channels, but eligibility depends on your case.
Does every adult in the household have to sign?
In Milan, yes: all adult household members must sign the declaration. In Rome, check whether the city wants one declaration or linked ones.
Can I email my signed documents?
Not in Milan, where emailed attachments are not considered. In Rome, PEC is one of the listed channels, so use the file formats and instructions on the live page.
Is there a national deadline for residenza?
The sources we reviewed give no national deadline. Arezzo states 20 days, but that is a local rule, so ask your Comune.
