Rome provides several official filing routes
Roma Capitale publishes residence-change and registration routes through its portal, ANPR, PEC, post and in-person offices. The best channel depends on the type of declaration and your authentication or document situation.
Use the city’s current page as the source of truth. A national ANPR option does not mean every local case can be filed through the same screen.
EU and non-EU files are not identical
Rome’s service page includes routes for EU and non-EU citizens. The identity, housing and status documents can differ, so choose the branch for your nationality and keep the original supporting records available.
Residence registration does not create a right to enter, work or remain in Italy. Complete any required visa or permit process separately.
Make the household declaration consistent
If several people move to the address, check whether the city wants a single declaration or linked declarations. Names, dates of birth, housing details and signatures should match across the file.
If you use PEC or a portal upload, check file formats and keep the sent message, protocol number and attachments together.
Keep the result for tax and services follow-up
A confirmed residence record can be needed for local services, a codice fiscale follow-up, banking, school or healthcare administration. It is one step in the settlement sequence, not a single registration for every agency.
Update the Comune if you move again and use the official change-of-address or deregistration route.
Common questions
Can I use ANPR to register in Rome from abroad?
Roma Capitale lists ANPR among its channels, but eligibility and document requirements depend on the case. Check the city’s current service page before choosing ANPR.
Is Rome residence registration the same as an Italian residence permit?
No. Anagrafe registration records the municipality address. Immigration permission and any visa or permit are separate.
Which documents do non-EU movers need?
The list depends on your route and status. Use Roma Capitale’s current EU/non-EU branch rather than a generic list and keep the required housing and identity evidence ready.
Should I keep the protocol after filing?
Yes. Keep the submission receipt or protocol and any messages from the Comune until the declaration is confirmed or closed.
